We proved our know-how in the field of project management by the successful introduction of the e-card and even received international acceptance. We see our outstanding achievement in the division of the e-card project into manageable partial projects and the system integration with standardized interfaces and highest possible risk reduction.

The experts of the SVC analyse project requests according to functional, economic, technical, organizational as well as legal aspects and specify solutions which enable a realization on the basis of the e-card infrastructure. Solutions of particular requirements are integrated into packages every half year and implemented, tested and installed in the e-card server centre or in the medical units of the physicians either by external contractors – which are selected by a public invitation to tender – or by our own technical staff.

On basis of the results of the professional, economic, technical, organizational and legal analysis of requirements the SVC experts develop a specification which enables a realization of the project by means of the e-card infrastructure. In this connection we turn our special attention on generic approach, modern methods, usability for further applications, high modular design and parameter assignment, simple and short rollout as well as simple maintenance. 

On the legal basis and in coordination with the system participants like ministries, social insurance, the general medical council and medical software producers the SVC implemented the e-card infrastructure and replaced the 50 year lasting presence of health insurance vouchers within only 2 years. The great challenges have been the reorganization of social insurance business procedures and habits of the Austrian citizens from a three months or monthly granularity to a daily granularity.

In a continuous process further paper forms will be replaced by electronic solutions and accordingly adapted business procedures.

The methods of telecommunications and informatics are used for the networked transmission, storage, processing and visualization of administration and health data – following the slogan “move the data, not the patient” and the legal basis under special consideration of data protection.

The SVC is represented in all relevant working groups entrusted with the design of the Austrian health telematics structure. The e-card infrastructure is a solid, efficient and expandable basis for actual and future applications in the health telematics sector.

Our knowledge comprises the management of complex IT procurement procedures – from the preparation of tender documents and the execution of procurement procedures to the preparation of the contract awarding decision. The spectrum of our services comprises consulting services as well as the complete management as a contract awarding authority.

In the course of the rollout of the e-card infrastructure 11.700 physicians have been trained in the business procedures of the e-card system according to a very sophisticated plan – five central points in Austria have been circled counter clockwise. In addition to this the telecom providers and the card producer equipped the physicians with the e-card components administrative professional cards, medical practice unit (MPU) and LAN card readers and provided the insured with e-cards. The whole rollout process was finished in time in only 7 months.

The process of the card shipping and the connection of further medical practices and health service providers will be continued in the next few years.

We operate a 24/7 hours server centre with a distributed infrastructure of about 27.000 terminals all over Austria. Based on this we guarantee for our clients and partners a high availability and performance of our social insurance applications such as electronic check of entitlement, medical approval service, social insurance number query service, insurance data query service as well as our infrastructure applications like medication safety-belt, signature card and pseudonymisation. In order to guarantee performance and failure-safety we operate two locations in Austria working in load sharing mode.

In the projects of the introduction of the European health insurance card (EHIC), the specification of the electronic European health insurance card and the NETC@RDS project we proved that our know-how is also asked for abroad.
